If you have a CMS website (Joomla, WordPress, etc), the first step is to ensure that you're running the latest version of the CMS and its plugins, which Google is also pushing for and taking into consideration for their rankings. Another benefit of CMS websites is that many have responsive options as part of their core structure - so it might be as easy as flipping a switch and making some small coding changes.
